Not only does it provide some variety to the lighting effects, but you'll also get a better sense of the passage of time.

I find it incomprehensible that the game shipped without an auto save function, especially since it costs cash to undo recent mistakes--like the wind turbine I accidentally put near the park swing set. Unlike me, you can avoid civil lawsuits from grieving mothers by installing this Auto Save mod, which allows you to set how regularly the game periodically saves your city.

Lenin Square

Personally, I think there isn't enough concrete in Cities: Skylines. So why not turn your city into a grey Bolshevik paradise with the Soviet Buildings pack and its crown jewel, Lenin Square. After all, what better way to simulate the redistribution of wealth, and the brilliance of central planning, by giving you absolute power--down to the ability to rename individual citizens.

Steam was down earlier today. When that's the case we can still launch steam in offline mode and play some games. Upon starting Cities and loading a save game, I noticed that the mods that I have installed from the Steam Workshop did not work because I was offline. Is there any way to by-pass this? You'd expect that mods are saved locally, so it seems odd that you need an internet connection for this.

Yes. The only problem you're likely to encounter is that the cloud saves and/or sync will be offline. Everything else should be stored locally.

WinPcap for Windows 10: Npcap works on Windows 7 and later by making use of the new NDIS 6 Light-Weight Filter (LWF) API. It's faster than the deprecated NDIS 5 API, which Microsoft could remove at any time. Also, the driver is signed with our EV certificate and countersigned by Microsoft, so it works even with the stricter driver signing requirements in Windows 10 1607.
Extra Security: Npcap can (optionally) be restricted so that only Administrators can sniff packets. If a non-Admin user tries to utilize Npcap through software such as Nmap or Wireshark, the user will have to pass a User Account Control (UAC) dialog to utilize the driver. This is conceptually similar to UNIX, where root access is generally required to capture packets. We've also enabled the Windows ASLR and DEP security features and signed the driver, DLLs, and executables to prevent tampering.
Loopback Packet Capture: Npcap is able to sniff loopback packets (transmissions between services on the same machine) by using the Windows Filtering Platform (WFP). After installation, Npcap will create an adapter named Npcap Loopback Adapter for you. If you are a Wireshark user, choose this adapter to capture, you will see all loopback traffic the same way as other non-loopback adapters. Try it by typing in commands like “ping 127.0.0.1” (IPv4) or “ping ::1” (IPv6).
Loopback Packet Injection: Npcap is also able to send loopback packets using the Winsock Kernel (WSK) technique. User-level software such as Nping can just send the packets out using Npcap Loopback Adapter just like any other adapter. Npcap then does the magic of removing the packet's Ethernet header and injecting the payload into the Windows TCP/IP stack.
Libpcap API: Npcap uses the excellent Libpcap library, enabling Windows applications to use a portable packet capturing API that is also supported on Linux and Mac OS X. While WinPcap was based on LibPcap 1.0.0 from 2009, Npcap includes the latest Libpcap release along with improvements that we also contribute back upstream to Libpcap.
WinPcap compatibility: For applications that don't yet make use of Npcap's advanced features, Npcap can be installed in “WinPcap Compatible Mode.” This will replace any existing WinPcap installation. If compatibility mode is not selected, Npcap can coexist alongside WinPcap; applications which only know about WinPcap will continue using that, while other applications can choose to use the newer and faster Npcap driver instead.

Hopefully, this is the right place to ask this question (I didn't want to start another thread). I'm having a problem similar to the one above in the fact that I cannot get my headset to enable. It will pair and all drivers will install, but when I look at the Playback Devices section of the sound options, it's saying Disconnected and it will not connect.
Will the headset not connect or am I doing something wrong?

I was able to enable audio and microphone support by doing the following, using Windows 8.1. Go to Control Panel -> Devices and Printers. If you can see your headset, right click and select Advanced Operation. Select Connect to Operation Window. Within a panel called Audio Services I found a button labeled Connect. This begins a new service to connect the bluetooth speaker and microphone as new audio devices.

The economy wasn’t great and luxury goods were moving so I was able to win this trunk for under $1,000! I became enthralled by the history of this 100-year-old trunk and set out to find as much as I could about it. Not only did I find out that I was the proud owner of Emily Vanderbilt’s trunk I also instantly became a passionate collector.

In building my expertise I have some go-to authentication techniques that can help anyone quickly spot a fake. These tips are essential to read through before exploring the world of the online Louis Vuitton auction. 4 Tips to Tell if a Louis Vuitton is Real

There are many different techniques to tell if a Louis Vuitton is real but unless you are an expert collector these five main ones should be able to steer you in the right direction of purchase.

1. Check the Patina

Although it is possible to clean the leather to lighter it, most people do not do this, especially people who have decided to sell the bag. Even a second hand Louis Vuitton with cleaned leather will still be slightly darker around the handles.

2. Know the Bags

This is an easy area for a newbie to feel foolish. You need to make sure that the bag you are purchasing, is, in fact, a style that Louis Vuitton made, and that you are purchasing it in the right color and monogram pattern that is offered with that collection.

Does a speedy bag have feet? Never. Is the backside of the monogram on a Speedy upside down? Always. Is the lining on the Neverfull tan, red, or orange? Trick question, it’s all of the above but only for certain bags and certain years. These are questions you should bait yourself with at each buying decision.

Since I am a somewhat serious collector, I also collect the catalogs. Each Louis Vuitton store gets a handful of catalogs each year. The catalog is intended for the sales associates use in store to assist customers. You can’t purchase the catalog through Louis Vuitton (trust me I’ve tried) but every so often one appears on eBay and I quickly snatch it up. If you are a collector of vintage Vuitton like I am, you should try to start locating the really old catalogs. I have one from 1913 that is basically my bible for exotic Louis Vuitton items.

3. Quality of Craftsmanship

Louis Vuittons are simple in design and construction and have flawless craftsmanship. The consistency of stitching is executed identically across all bags. For example, a speedy bag will always have 5 evenly placed stitches across the top. A good trick would be ask a friend who has a store bought authentic bag to let you count the stitches and then match it up to the bag you are considering.
Yes you will occasionally see a lose thread on a well worn bag, but never on a new one. I’ve put some of my bags through the ringer and still have never seen a loose stitch.

If it’s a bag that is less than 10 years old, be cautious.
If it’s a bag that is over 20 years old be forgiving.
If it’s over 30 years old, let’s talk in a different post because there are many other nuances you need to know about.

4. Date Codes

Louis Vuitton Date Stamp

The date code is the production number for the bag. It gives information to when and where the bag was produced.

Early 80’s:	Number + Number + Number + (possibly 4th Number)
Late 80’s:	Number + Number + Number + (possibly 4th Number) + Letter + Letter

*Vintage Louis Vuitton trunks depending on the age might have a serial number. This number can be checked with Louis Vuitton’s Patrimoine department in France.

Date Code Letters:

The date code letters tell you what country the bag was made in. These letters should always match what country the bag displays it’s “Made in” label. Although there might be a 1 in 100,000 chance that the bag was made in the US but stamped AA for France because it needed to be repaired, you don’t want to be purchasing that bag second hand anyway.

In 1901, New York became the first state to register automobiles; by 1918 all states required license plates.^[2] States were slower to require licenses for drivers. Only 39 states issued them by 1935 and few required a test, despite widespread concern about incompetent drivers.^[2] Early motorists were taught to drive by automobile salesmen, family and friends, or organizations like the YMCA. By the 1930s, many high schools offered driver education.^[2]

Massachusetts and Missouri were the first states to require a driver's license in 1903, but there was no test associated with the license.^[3] “In 1908, Henry Ford launched the Model T, the first affordable automobile for many middle-class Americans. Unrestricted Licenses are driver's licenses that most American drivers have in order to drive. Various states differ on what class they utilize to distinguish between a typical driver's license and special licenses, such as restricted, chauffeur, or motorcycle licenses. For instance, Tennessee designates Class D as a regular driver's license, while Class M is a motorcycle license and Class H is a hardship license (see below).
Hardship licenses for minors are driver's licenses that are restricted to drivers between 14 and 15 (sometimes up to 18) years old who need to drive to and from home and school due to serious hardships, e.g. the driver's family has financial or medical problems; the driver needs to get to work or school and has no other practical way of getting to work or school. A hardship license for minors is distinct from hardship licenses granted for drivers with revoked or suspended licenses.^[4] The table below includes states that provide hardship licenses for minors.
Provisional Licenses are functionally the same as a driver's license, but are typically issued to new drivers under the age of 18, i.e. 14–17 years old. Almost all states, with the exception of South Dakota, have some form of a graduated licensing provision; however, the actual restrictions and the length of time a new driver must adhere to them vary widely by state. Restrictions frequently include:
- A curfew, after which night driving is not permitted (unless 18 years of age, or if the individual has completed an online course) without an adult present (typically 11 p.m., like Pennsylvania, or 1 a.m., like Wisconsin). However, some states (e.g. North Carolina) have curfews as early as 9 p.m. Some states such as New York provide exceptions for special situations, such as driving home from work or school functions, picking up family members, or for medical appointments, while others such as Massachusetts do not.
- Restrictions on the number of passengers under a specific age present in the vehicle. For example, in California, minors may not transport people under age 20 for the first 365 days of licensure unless said passengers are family members (brother, sister, cousin, niece, nephew, or anyone who is 21 or had their license for 1 year or longer etc.).
Chauffeur Licenses are functionally the same as a passenger car license, but also allow the holder to drive a taxi, limo, or other livery vehicle for hire. Livery licensing in the United States is somewhat complicated. In the United States, chauffeur licenses are not considered commercial or professional driver's licenses, and (assuming the driver already holds a regular passenger license) a road test is usually not required to convert it to a chauffeur license; however, some states do require a short written exam on taxi-specific driving laws or a background check, and require the driver to be at least 18 years of age (although many taxi companies will not hire drivers under 25 for insurance reasons). This type of license is typically, though not universally, called 'Class E'. Some states simply add an endorsement to a regular license, while others require no special permission at the state level to drive a taxi or limo. Florida once issued chauffeur licenses through its Class D licenses, a designation that was eliminated in 2006. Regardless of whether and how the state handles chauffeur licensing, a permit or license must always be obtained from the city, town, or county the driver will be operating in.

Unlike EU states, no US state differentiates between low and full powered motorcycles for the purposes of licensing. Some states require an additional motorcycle license to operate a sidecar rig.^[5]
Enhanced Licenses are issued to U.S. citizens in Washington, Vermont, Michigan, California, Minnesota, and New York, and establish nationality in addition to driving privileges.
